Specialty Clinic All clinics at the Columbiana County Health Department are available for children birth to age 21. Appointments can be made by phoning the Health Department Monday thru Friday from 8 a.m. to 4 p.m. Appointments are necessary. You may obtain a copy of the “Notice of Privacy Practices” used at the Columbiana County Health Department by calling or visiting the office Monday – Friday between 8:00 am and 4:00 pm.
