In order to bring transparency to real estate transfers and for the benefit of the buyer, seller, and lender, in 2014 the Columbiana County Board of Health reaffirmed their local code requiring the inspection of septic systems and water wells prior to transfer. Every effort is made by our department to schedule inspections for real estate sales within 14 days, upon receipt of a completed application and payment. The age of system, if it meets the current code, and the status of the occupancy of the home does not always dictate if the inspection will fail. It is allowable in Columbiana County to transfer a property that has a failed inspection. Failure of a well and/or septic inspection may not always require a full replacement of those systems.
